		<description>Could be he has insider knowledge on what he bought inside the store and what is offered in the machine outside. Maybe he is a water guy. 

Maybe, he has some kind of OCD complex or some other type of mental illness and his safety net is pouring water out of jugs and refilling them in that machine. It would be interesting to know if he buys the same exact items on a similar timeframe for that theory to pan out.

Maybe he is doing some surveillance on something or someone and that is part of his cover. I mean who would suspect some dumbass like you described as watching them?

Finally, I subscribe to the theory that this fella is probably just some complete tool who thinks he is getting better water out of the machine than the actual water bottle. And anyone who knows anything about water knows that tap water actually goes through more rigorous testing than the bottled water industry products. 

Strange that you are out people watching at 10:45pm with your child and dog in the backseat...government agent perhaps? (I know you said your wife was shopping, it just sounds more intriguing this way)</description>
